The Men's Perfetto 2 Vest applies the Perfetto formula to a core layer: wind and water protection across the front, and a lighter, more breathable water-repellent fabric across the back where heat needs to escape. There is no insulation in it, and that is deliberate. The vest blocks the windchill that makes a cold ride miserable and leaves actual warmth to whatever jersey sits underneath, which is what makes it useful across a wide temperature range rather than a narrow one.
